A Wifi only iPad only connects to a WiFi network or hotspot once you are in range. The WiFi Cellular model will connect using a cellular connection provided through your cellular data provider with a separate cellular data plan.
Which storage capacity should I get with my iPad?
With the iPad you have a range of storage capacity from 32GB up to 1TB. If you hardly shoot any photos or videos on your iPad you should be fine with 64GB. If you plan to edit and store photos and videos especially 4K video, consider one of the larger storage sizes.

Each incident is subject to a service fee of $49 for iPad and $29 for Apple Pencil or Apple‐branded iPad keyboard, plus applicable tax.
